Semantics: pass attests the task IS implemented correctly (verified=true, green badge, review allowed); fail attests it is NOT correct (verified=false, amber badge, review BLOCKED); cannot with --verify-reason "<why>" clears the verdict to absent (no badge) and records the reason in the task's activity so the detail panel shows it. Omitting a verdict on an annotated task at the review transition now blocks with an error naming all three options (--set-verify pass|fail|cannot).
